CORRECTION OF REGIONAL ECONOMIES SPECIALIZATIONS THROUGH SCIENTIFIC-RESEARCH AND EXPERIMENTAL-DESIGNING WORKS

2022This article will shortly examine the question of opportunity to correct specializations of regional economies and certain sectors of global economic systems with the help of scientific and technical developments, discoveries and innovations. Open sources (specialized scientific and popular-scientific journals, websites of patent departments, like www.epo.org and www.worldwide.espacenet.com, websites like www.scitechdaily.com, www.MSN.com, www.newscientist.com, containing scientific news and www.wazoku.com, on which acute and still-not-solved business tasks are laid out by companies with notification of the sum of remuneration for patentable solution, etc.), as well as closed sources (for example, corporate sources, like www.lexisnexis.com), may be used as a base for the creation of correcting scientific-research and experimental-designing developments. In both cases, a question concerning ownership of the right priority may be raised. Valuable characteristics of a build technology are its commercial attractiveness, high rate of implementation, and its autonomy (absence of strong linkage to limited resources, which are controlled by a narrow community of persons, business groups or states). I would like to draw your attention to the fact that states (as well as business structures by means of state machinery) are actively using the mechanism of sharing R&D results (or the suspension of sharing, reminding of the Jackson-Vanik amendment) to regulate state and regional economies, but now, we’re examining the opportunities of individual influence of regional markets. For example: the messages that appeared about energy-saving dye used by NASA (independent examinations still haven’t proven its effectiveness), hypothetically give an opportunity to create various materials (linoleum, wallpapers, ceramic tile, etc.) that will reduce the need of heating houses (especially in cold regions like Siberia or Alaska) by 40-60 percent, and this will cause the decline in energy consumption, which will be conditioned by a reduction of energy resource extraction and by increased prices.

Any market researcher can tell you how to implement new goods into production and how to create false demand. For instance, one places an order for the product at the maximum number of enterprises (able to produce it), and in the greatest possible consignment volume, does an advance payment, if necessary, and certainly doesn’t buy it out – so the further product promotion in trade networks, advertising and other issues become the task of producers themselves. Look for «gazelle»-companies (Birch, David L., 1979, ‘The Job Generation Process’, A Report prepared for the Economic Development Administration, U.S. Department of Commerce), Bruce A. Kirchhoff «Employers large and small: A review article», and regions with a «growth spirals» (Perez, Carlota Technological Revolutions and Financial Capital Cheltenham; Northampton: Edward Elgar, 2002 1-84064-922-4).

Another example: a student from GB Marcus Kayser created a “Solar Sinter” device, having a Fresnel “superlense” that is able to melt sand by sunlight. The creation of autonomously working “combines” melting sand into a 3х3ft-mesh lattice on the basis of this development will allow to fix sand and create ground. The implementation of air-water condensation systems named “WaterMills” have solar batteries for drip irrigation systems that will make many deserted regions of Asia and Africa suitable for agriculture. Edible form of the mangrove tree avicennia marina, suitable for irrigation only with sea water - (for an 17 million hectares in the world), cultivated in the tropical regions may seriously compete with the any main food supplier on the regional market…If any of such system is a business project, it must contain a “non-return point” (as with a guillotine – the blade falls very quickly after you pull the lever and nothing should stop it). Modern combat missiles are created using the same principle: “shoot and forget”, with a 99,99% percent probability the missile will hit the target. One more characteristic is the availability of development work for small and mid-sized businesses (and even home-made production by one person), including its maximum price reduction and the impossibility of its’ «blockage» by economical, political, technical, juristic, psychological and propagandistic, military and other means. For example, the impossibility of its’ classification by state bodies, because the information is already “compromised” as a state secret, for example, it’s known abroad. And there, state interests can oppose a person’s interests (including a businessman’s). A postulate by Vladimir Lenin says that “for 300% income, a capitalist will declare war”. That will help us to deal with the task. Developed technology, if possible, should always get an international patent, but it must be “open”. This means to be available for use by all interested people for free. This will protect the technology from being patented or being blocked by anyone else. Before one presents information about a development to a target audience, one should use PR, advertising and propaganda methods to prepare arguments that enhance the attractiveness of the product and prevent a negative perception. To speed the process up of getting the information to a target audience, one may also use networking methods.
